Actual or prospective bidders, offerors or contractors who believe that they are aggrieved may file a written protest to the Office of the Chancellor with a copy to the president of the issuing university within seven days after the claimant knows or should have known of the facts giving rise to the protest. Failure to do so is an untimely submission that can be disregarded. Within 15 days of receipt of a protest, a university president may submit to the Office of the Chancellor and the protestant a response to the protest, including any documents or information he/she deems relevant to the protest. The protestant may file a reply to the response within ten (10) days of the response. The Office of the Chancellor, or its designee, shall review the protest and any response or reply, and may request and review such additional documents or information he/she deems necessary to render a decision, and may, at its sole discretion, conduct a hearing.
