The time differnece from Eastern Standard time in the US to Ukraine is 7 hours. (That of course makes it a 10-hours difference from PST). (Answered by Marina) Yes Ukraine does observe Daylight Savings time. Although it does not change at the same time as it odes in the US for example. They change anywhere from 1 to 2 weeks after. Check with your lady to confirm when calling during this change.
