What is the Three Ring Binder?
• The 3RB is 1,100 miles of middle mile, fiber optic cable being installed throughout Maine. • The 3RB is being built with a $25.4 million Federal Stimulus Grant and $6.4 million of private investor equity. GWI prepared the Grant Application on the behalf of Maine Fiber Company which, at the time of the application, had no employees. • The 3RB will be built over a three year period and will be completed by December 2012. • Portions of the 3RB may be completed as early as June of 2010 and MFC customers will be able to use sections of the 3RB as they are completed. • MFC will be a “carrier of carriers” and will lease dark fiber (no lit fiber) to its customers. Our customers will primarily be telecommunication companies operating in Maine. MFC will not connect any residences and very few (if any) businesses to the 3RB. (It is possible some businesses would lease dark fiber from MFC.) • In the Grant Application, MFC agreed that no one customer may lease more than 20% of the capacity of the
