Coal Tar is not controlled by TDG at all so you do not need any licenses or certificates for this product. Sealer IS controlled by TDG, so in-order to transport it anywhere the driver is required to have a Transportation of Dangerous Goods Certificate. This is because Sealer is solvent based which makes it very flammable and TDG controlled.
