In 2007, CMS published proposed rules regarding the Medicaid Rehabilitation Option (MRO) and Targeted Case Management (TCM) programs. While implementation of both rules was delayed by the American Recovery and Reinvestment Act, it is important to note that portions of each rule provide clarification and reiteration by CMS of current expectations of the States and providers of these programs and services. Despite the outcome of implementation of the new Federal rules, CMS is strongly encouraging States to align their Medicaid programs with existing Federal rules. DMHA and OMPP are proceeding under the assumption that these programs will be subject to greater Federal scrutiny and have developed the proposed services to ensure compliance with existing Medicaid rules.
