The SCOOP is unique in that there are no project-specific goals, which allows contractors flexibility in putting together their teams. The requirement is to conduct outreach to small businesses (Part 3.0 of the Instructions to Bidders). We are confident that the outreach process should result in competitive bids from potential subcontractors that you can evaluate as you prepare your bid.
