Volunteer services shall be documented in the same manner as the organization’s employees, including time records. The value of donated property and equipment shall not exceed fair market value at the time of donation. Donated space shall not exceed the fair rental value of comparable space as established by independent appraisal in a privately-owned building in the same locality. The basis for determining the valuation of personal (volunteer) services, material, equipment, buildings and land must be documented.
