-There are these bath house type things (1 for guys, 1 for girls) and you need one bar of soap to use them. There are 2 animations for each. The boat is the only place to get soap with 2 exceptions. 1) You get one when you join the thieves guild 2) There is one in a red locked chest in the caves of trial up to Vane. If you want this one you have to go back in there after you become a thief.
