What is the smallest fully aquatic mammal?

Actually sea otters are fully aquatic as they seldom if ever come on land. Of dolphins I have found one source to claim the smallest is the Hectors and another the freshwater living tucuxi or gray river dolphin. However the tucuxi that live in salt water get slightly larger.
