If you mean a wrap around sleeve it might depend on the thickness of the DVD case, the average wrap around insert seems to be 23 x 18cm from the ones I’ve measured. If it’s just for a cover insert then 18 x 13cm should do it, or you could just measure up the DVD cases you are going to use.
