What is the situation with the Falagard components and the Creative Commons license?

There is no situation! The Creative Commons license only applies to the documentation where that notice appears; the source code, libraries, and all other materials relating to the Falagard skinning system are licensed under LGPL or MIT (depending upon the version; see above).
