101. Mr J ONeill: “Prescribed” means prescribed by regulations, so each time we wish to change any of the arrangements, we must do so by means of amending the set of regulations before the Committee. Under the proposed change it will be under directions given by the Department, which are not in the form of Statutory Rules. They would therefore not be subject to the same lengthy process of change.
