What is the selection process?
All completed applications received by the December deadline will be reviewed by a committee established by the AAMC and ASPH. Approximately 50 finalists will be invited to visit NIH in early March for 2 days of interviews and meetings with members of the steering committee and representatives from the foreign training sites. At the conclusion of that conference, candidates and programs will list their preferences and the steering committee will make assignments of the successful candidates to the sites. The “final decision” date will be coordinated with the domestic student research programs (Howard Hughes, Doris Duke, NIH Clinical Research Program) so that students considering more than one option will know the full menu of their opportunities. Applicants on the waiting list will receive a final notification by the end of March.
Initially, all applications are screened by REALTORĀ® Magazine editors to ensure all necessary information has been provided, and to winnow the group down to about 75 to 100 individuals. A panel of judges then reviews this group, weighing the factors mentioned above, until a consensus is reached on 30 semifinalists and five alternates. Semifinalists are vetted with local and state associations and state regulatory boards for ethical violations or disciplinary actions. If a semifinalist is disqualified for any reason, a replacement is chosen from the list of alternates.
An initial administrative review of applications will be conducted to determine compliance with requirements and completeness of applications. Only complete applications in compliance with the requirements will be considered for review. Applications identified as incomplete or not in compliance with the requirements will be destroyed. All complete and eligible applications will be included in a merit review by a panel of experts in the areas of study related to the Hollings Scholarship. The panel members will rate applications based on the evaluation criteria. A numerical ranking will be assigned to each application based on the average of the panelists ratings. The Selecting Official, the Director of the NOAA/Office of Education and Sustainable Development, will award in rank order unless the application is justified to be selected out of rank order based on one or more of the selection factors.
Once the testing process has been completed, the Human Resources & Development Department will establish an Employment List and notify you by mail of your score and rank on the list. Candidates in the top five (5) ranks, those with the top scores, are referred on to the County department with the vacancy. If you are within the top five ranks, you will receive a notice with information on who to contact to schedule an interview. You must contact the department within the time specified on your notice. Each department schedules their own final selection interviews and notifies candidates of the results of those interviews. If you interview with a department and you are offered a position, you may be expected to pass a pre-employment physical, a psychological exam, a background check, and/or meet the County’s driving standards before a final offer of employment is made.
