What is the Secretarys Code Interpretation?
A. It is a written document, signed by the Secretary of State Randy A. Daniels, that explains a specific code issue. It is normally requested by a building owner or a code enforcement official. Code Interpretations provide clarification to a specific situation and are persuasive in ensuring that future code enforcement situations are enforced in the same manner. Code Interpretations, previously known as Commissioner’s Interpretations, were issued by the Division of Housing and Community Renewal (DHCR) until July 1996, when the Building and Housing Codes Bureau’s functions were absorbed by the Department of State Codes Division.
