Yokohama is technically speaking Japan’s largest city in population, because Tokyo is “technically” not a city, but a Metropolis (with functions as a prefecture). Tokyo itself has many cities, towns and villages within it, so its more of a prefecture. But internationally speaking without the complexities, people refer it to a “city”. But if you want to keep things simple, Tokyo is the largest with population, and Yokohama is 2nd with population. Though traditionally speaking “Osaka” is Japan’s “second city”, the definition of a “second city” is not in population, but in where significant cultural, political and commercial importance. There’s not much difference in Tokyo and Yokohama, which is pretty much a large suburb of Tokyo anyway. There’s a big difference in Tokyo and Osaka, and Osaka being Japan’s second most influential area.
