What is the scope of effort that USAID envisions for this proposal?
This is not a level-of-effort type of contract. Rather, it is a cooperative agreement, which includes a substantial involvement clause that enables USAID staff to work closely with the university selected through this RFA. We expect the academic team’s members to propose appropriate methods and be able to spend sufficient time on the project. To this end, academic team members may need to work out arrangements with their respective institutions. We will leave it to the applicants to determine the appropriate level of effort for the proposed approach.
