Designer babies is a concept that is not currently practiced due to ethical laws that restrict science. What would involve though, is swapping unwanted genes in sex cell DNA with genes that a parent may want them to have, for example high intelligence or athletic ability. So when the two sex cells (sperm and egg) unite and the egg is fertilised, a foetus will start to develop that will contain all the information for the chosen characteristics. The main ways that genes are altered is by swapping them for others, removing them completely, deactivating them (prohibiting them from working) or modifying it.
