I can say that 40K is way off, but it really matters whether you are talking about an Air Force enlisted person (not likely), an Air Force Officer (possibly), or an Air Force Civilian, which is rated on a General Schedule (GS) scale. Also, in each case, it depends on the rank of the individual, be it a Captain, a Major, a Colonel, or a GS-14. The range could be anywhere from 50K upwards to 120K depending on the actual rank and/or pay-grade of the individual. I will agree that you won’t get rich working for the government in the Air Force, but it can be a comfortable living.
