What is the role of the Garrison Commander (or equivalent) in EMS implementation?
The Garrison Commander sets the tone and priority for implementing the EMS. Successful EMS implementation depends on the Commander’s ability to communicate its benefits and maintain the command’s focus during the multiyear implementation process.
