What is the role of recruiters?
Recruiters are the ‘middlemen’ who help link up workers in foreign lands to employers seeking help in Canada. Canadian employers do not have to use a recruiter but many rely on them for their expertise. The federal government forbids any Canadian employer from passing on recruiter fees to employees. All recruiting costs have to be paid by the Canadian employer and not by the temporary foreign worker.
