What is the role of performance management in the context of NIM?
Forces should be working towards a position where performance is largely measured around control strategy priorities and intelligence requirements. Often commanders will choose priorities on which they are measured rather than priorities identified through the strategic assessment process as being the most significant threats or problems and then devising appropriate performance measures. For as long as performance measures do not focus on control strategy priorities and the intelligence requirement full implementation of the NIM will be hindered. The production of a quality strategic assessment provides a chief constable or a commander with the justification as to why they have chosen a particular priority over another which might happen to be measured more intensely (or easily). Similarly if performance figures are poor in a particular non-priority area the strategic assessment provides the reason why it was not focused upon as a priority.
