A person must not carry out maintenance on Australian aircraft unless they are permitted to do so under the regulations. Subpart D of Part 42 sets out who can carry out maintenance and what types of maintenance the person may carry out. The type of maintenance a person may carry out on an aircraft depends on the size of aircraft, the classification of operation and complexity of maintenance. All aeronautical product maintenance must be carried out by a maintenance organisation approved under CASR Part 145 or Part 42 Subpart F. If you are an AMO your scope of approval will state the extent of maintence you may carry out. People working independently of an AMO approved under Part 145 or Part 42 Subpart F are collectively referred to as independent maintainers. Part 66 licence holders (LAMEs) and pilots working outside an AMO may carry out maintenance on small aircraft that are not operated under an AOC. The Part 42 MOS sets out the maintenance these independent maintainers may carry out.
