What is the relationship of HMPs, CCPs, and NEPA?
We require refuge managers to conduct the appropriate level of National Environmental Policy Act (NEPA) documentation and public involvement during development of HMPs. You may exclude specific habitat management strategies in an HMP from NEPA documentation if you have identified, addressed, and authorized them in a CCP.
