The Uncompensated Care Pool (UCP, or free care) provided partial reimbursement to Massachusetts hospitals for bad debt generated by uninsured patients. Many of these same individuals, if they meet eligibility requirements, will be able to enroll as members in Commonwealth Care. Additionally, Commonwealth Care will provide reimbursement to hospitals, physicians and ancillary providers.
