For the 2000-2001 school year, as a general rule seniors need to pass the HSCT to be eligible to graduate from Florida High Schools with a standard diploma. Sophomores and Juniors must pass the FCAT. Who developed FCAT? FCAT was developed by the Student Assessment Services Section of the Department through a contract with CTB/McGraw-Hill publishing company. Many Florida educators and citizens assisted the Department in the development of FCAT by serving on advisory committees and review groups.
