Proposition S will continue to make urgently needed repairs and renovations begun under Proposition MM. Passed by 78% of the voters in 1998, MM was the first capital improvement bond the School District had undertaken in more than 25 years. MM repaired cracked foundations, wired schools for the Internet, built libraries and built new schools to relieve severe overcrowding. Prop. MM was extraordinarily successful. The District has since completed 98 percent of the MM projects on time and for $82 million less than the original overall budget. The San Diego Taxpayers Association recognized the districts efficient use of taxpayer dollars by awarding the MM programs two of its prestigious Golden Watchdog Awards. But the needs for school repairs for more than 130,000 students at 180+ schools were greater than MM could meet. According to the School Districts comprehensive Facilities Master Plan, our schools need more than $5 billion in repairs, renovations and upgrades to provide a safe, 21st
