What is the relationship between annual goals and short-term objectives?
Annual goals define what the student is anticipated to learn in one school year. Short- term objectives are measurable substeps that need to be achieved if the student is to reach those annual goals. When the student accomplishes these goals, the IEP should be changed to reflect the new present levels of functioning.
