The regulate page is for two things. Firstly, it’s the only method through which a Lower Tier member can be promoted to Upper Tier. Secondly, it is the method through which the Upper Tier administers justice to those who violate the rules of the ladder or cause harm to the IDL. These methods of enforcement vary greatly, as do the “crimes” that may lead to their use. See also: 2.0, 3.1, 4.6.
