Sodium hypochlorite has a dissociated form in the acidic pH range (ideally pH 2 to pH 5). At pH 7, however, it is present in its (ineffective) associated form. The effect is not based on a chemical reaction of the sodium hypochlorite but on its general electron acceptance.
