What is the rationale for SHAPE’s move to a J-structure?

Some of the reasons for the move to a J-structure are “functionality”, meaning that this would enable all ACO HQs to have similar functional structures, as most of the Operational and Tactical levels of the command already do. Another reason is that as the J-structure requires less personnel to function, it provides savings in manpower by reducing levels of complexity. Finally, the J-structure was considered to be more suitable for the new ACO, and as it is now more operationally focused the J-structure will enable better control and coordination both within the Alliance and with our partners.
