A voluntary System to provide higher CCAP payments to providers who meet specific indicators of quality care. A quality add-on rate is paid to eligible providers to assist with the higher costs of quality care. Funded by the IDHS, the application process is administered by the Illinois Network of Child Care Resource & Referral Agencies (INCCRRA).
