What is the purpose of this Housing Revenue Account (HRA) Business Plan?
The purpose of this Housing Revenue Account Business Plan is to explain how we will use our resources to provide an excellent housing service that will improve the health and well being of the people in Carmarthenshire, our tenants, residents, leaseholders and communities. This HRA Business Plan has been developed for 2010/11, it shows our key actions between 2010 and 2015, the year we achieve the Carmarthenshire Homes Standard (CHS) and is supported by our 30 year financial model. The financial model contains a number of key assumptions which include future rental levels, capital receipts, construction costs and inflation levels. The assumptions in the financial model together with the requirement for 123 million of unsupported borrowing presents the council with a significant level of financial risk.
