Incidents are owned once a decision needs to be documented. Sometimes, the original owner of the incident will need to hand off the incident to someone else. Ownership is incident-specific, while the Author role is system-wide. The Transfer Ownership button does not affect the Dispatcher role. It is intended for the Author Role.
