OMB Circular A-133 (Audits of States, Local Governments, and Non-profit Organizations) requires the University as a pass-through entity, to monitor the activities of subrecipients (subawardees) as necessary to ensure that federal awards are used for authorized purposes in compliance with laws, regulations, and the provisions of contracts or grant agreements and that the performance goals are achieved. Based on these requirements, the University of Maine System requires completion of the Subrecipient Monitoring Checklist. As a best practice, ORSP applies the same monitoring criteria to subawardees of non-federal awards. Return to top of page.
