What is the purpose of the review’s Emerging Issues Paper?
The Review of Funding for Schooling: Emerging Issues Paper presents the views heard by the panel during its stakeholder listening tour of some 70 key education groups from all states and territories in the second half of 2010. The paper does not set out any of the panel’s conclusions. Its purpose is to stimulate discussion within the community on the issues and concerns raised by these groups on the current funding arrangements for schooling, and considerations for any future funding arrangements. While a range of issues were raised by stakeholders, discussion centred around seven key themes: • equity of education outcomes • recurrent funding • capital funding • targeted and needs-based funding, including support for Aboriginal and Torres Strait Islander students • support for students with special needs and students with disability • governance and leadership • community and family engagement.
