The purpose of Part A of the CARE Act is to provide emergency assistance to localities that are disproportionately affected by the AIDS epidemic. Part A reflects Congressional recognition of the variations among municipal health care systems as well as differences in the epidemiology of HIV from one urban/suburban/rural area to another. Part A funding supports a continuum of care, treatment and support services (including case management) to prevent the unnecessary hospitalization of PLWHA or allow them to be discharged more quickly from hospitals/clinics.
