The only person who reads it is the admin handling the submission for the editor. If, for some reason, you really don’t want a particular person refereeing your paper, then you can include that info in your letter and the admin will probably pass that info on to the editor. Note, however, that it’s a double-edged sword in that you should have a very good reason why you don’t want a particular referee.
