NOAA Fisheries Service published a Notice of Availability of the amendment on November 23, 2005, with a 60-day comment period, which ended on January 23, 2006. The proposed rule to implement this Amendment 13 published April 5, 2006, and will be open for public comment through May 22, 2006. Subsequently, any final rule would be published within 30 days of the public comment period closing, and all public comments received will be addressed in the final rule.
