Interest free loans to eligible participants who have acquired or intend to acquire ownership of a railway line in Saskatchewan for the purposes of operating the railway line as a common carrier; and 3. A cost share program which provides existing shortlines with financial assistance for capital investment to continue to offer efficient alternatives to local shippers and producers.
