What is the proper way to store tulip bulbs until the autumn planting time?

Tulips need cold winters to bloom in the spring, so it depends upon where you live. If you live in Southern California, as I do, leave them in the pot until September. Then wipe off the dirt, store them in a ventilated bag (I use the ones onions come in), and put in cool place. I store mine in the refrigerator until planting time. I plant some in November, and a few others in Dec and February, so that I have some blooming for quite awhile. The main thing is to let them have some cold time to get the bulb ready to grow again.
