Well, I don’t know if it’s the proper way to install the toilet paper, but I always have it over the top. Here’s why: 1. It doesn’t ever get to hang all the way to the floor. 2. It’s easier to unroll. 3. When you do pull on it to unroll it, it doesn’t go crazy unwinding all over the floor. 4.
