I was in the military for 5.5 years and I learned that high ranking officers are called by their rank unless they have been dishonorably discharged for some reason. High ranking is Lt. Col or above. So it would be General (whomever) when you talk to this person. When I comes to enlisted rank it really dose not apply unless you reach a rank of Sgt Major or maybe First Sgt. Otherwise it is Mr. (whomever). As for Warrant Office rank it is always Mr. because that is what they are called in the Army. They might be called Chief as well when they get to W-2 or higher.
