Metcalf is a 1957 graduate of El Dorado High School and received his bachelor of arts degree from the University of Kansas in 1962. He enrolled in law school at KU and received his juris doctorate degree in 1965. He served three years in the U.S. Naval Reserves from 1965 to 1968 and served as a lieutenant in the Judge Advocate General (JAG) division. Metcalf also served as Butler County attorney during his legal career and later became a district court judge. He continues to be active in the community. He is a member of the Trinity Episcopal Church and is the president of the Friends of Bradford Memorial Library.
