What is the process to call a California Constitutional Convention?
Two Propositions must be placed on the November 2010 ballot: “Proposition 1” which allows for the people to directly call for a convention, and “proposition 2” which directly calls the convention, with the rules and procedures described in detail. Both were submitted to the California Attorney General’s Office by the Repair California coalition, of which the Latino Voters League is a member, on Wednesday, October 28, 2009. Currently, the only way to call a Constitutional Convention is if the democratically elected State Legislature calls for one. The State Legislature would need to, by 2/3rds vote, place an initiative on the next general election ballot available to them, and then the California voters would get to decide if they wish to hold a Convention. However, given the recent systemic problems in the State Legislature, and the increasing difficulty to pass items by 2/3rds vote, it is unlikely that the State Legislature would do such an action. “Proposition 1” would amend this rul
