What is the process of a new city dissolving a metro district such as Castle Pines North Metro District?
Before a municipality may succeed to the functions and obligations of a special district, strict and specific statutory provisions must be followed. If a city council petitions for dissolution of a district, it must agree by contract as to the provision of services previously provided by the special district, and submit a plan as to how such services will be financed. Provisions for payment of all bonded indebtedness must be provided. An agreement may be entered into between the board of the special district and the new city to provide for continuation of services and conveyance of property, but if absent such an agreement the court may order dissolution of the special district, unless a petition is signed by 10% or more of the registered electors of the District opposing dissolution.
