What is the process if I submit an application and it is not processed and approved prior to a bid date? Can I submit a bid?

You may submit a bid. You are allowed to bid on projects while your application is pending, however, you will only be awarded one project while your application is pending. Once awarded a project while you application is pending, you will not be allowed to bid until your application is approved.
