A. Based on a preliminary review of the proposed project, city staff concluded that the subject project could result in potentially significant environmental impacts. Consequently, a determination was made that the project required preparation of a comprehensive EIR. In November 2008, the City Council authorized preparation of the EIR for the proposed project and hired a consultant to do it.
