HC staff, with the help of external professionals, will review project proposals against the mandatory criteria. Those deemed to meet all the mandatory criteria will be assessed in detail against the evaluation criteria. A program advisory board consisting of regional and national expert members will then review the project evaluation results and advise the Minister of Health on projects meriting support. Final decisions rest with the Minister.
