The W3C HTML Working Group manages the evolution of the HTML5 specification following the W3C Process. See also the HTML Working Group Decision Policy. Of course, browser vendors get to decide what goes in their own implementations and what implementation schedule they follow. Many browser vendors are participating in the HTML Working Group. Ian Hickson is editor of the HTML5 specification.
