These cases will be “Grandfathered” in. Review hearings requesting a change in placement or new services will need to be routed through the Service Consultant. It is hoped that the out of state placements will be reviewed with the frequency and intensity that all cases should be and that they specifically will be reviewed with the concept that children are best placed near home and that permanency is an important decision in the life of the child.
